My experience with FRAT/SMS has been very similar to what Peter described in this call. Many hours have been spent mitigating nonrelevant/not applicable risk factors to the operations center. Other times when a flight has serious risk factors that requires offering alternate plans to the guest, the “result or score” of the flight assessment is substantially below the threshold that merits a higher risk flight… Or a flight with more risks to mitigate.

SMS is one of many tools that crews have available to help guide the team (crew) in assessing the risk. The issue that myself and many experienced captains share is that the tools will never replace experience and it takes time away from mitigating the “alligators that are closest to the boat”. The SMS tools must be implemented and managed in a more applicable fashion or approved upon to have a meaningful impact on operations.
